Total Pay Increase for 2025

Federal employees in the Washington, D.C. locality will see a total pay increase of 2.22% in 2025. This includes a 1.7% across-the-board increase for all General Schedule (GS) employees, plus an additional locality pay adjustment. These increases help ensure that federal salaries remain competitive with the private sector while accounting for inflation and rising living costs. The annual GS pay adjustments are determined by a combination of federal budget decisions, economic conditions, and recommendations from the President’s Pay Agent. Employees in high-cost areas like Washington, D.C., where demand for skilled professionals is high, benefit from higher increases compared to regions with lower living expenses. These adjustments help federal agencies retain top talent in critical positions.
